A local ruler abuses the inhabitants of a small border town wearing a mask to hide his identity. During one conflict he kills an old man. The dead man's daughter adopts the name Blue Butterfly, because of her blue robes and the butterfly mask she wears and seeks to protect the people of the town with her martial arts skills. Unaware of his alter identity she becomes romantically involved with the ruthless ruler. She works to track down the man who killed and tortured her friends and members of her village not knowing that this is putting her on a collision course with the man she has become involved with.
