This made for television film serves as a prequel to the movie Negotiator: Mashita Masayoshi. The main protagonist is a crude but efficient police detecitve Kijima Jouichirou who tries to help out a boy after being kidnapped and taken hostage. ~~ This is the third installment of the Odoru Legends segment, which is a part of the Bayside Shakedown series.
