Police Captain Chao and Vice-captain Meng Hu are known as the ‟Bandit Catchers‟. In a fight, Meng Hu accidentally causes Captain Chao to get killed. He gives up fighting and becomes known around town as the ‟Coward Chen Chi‟. While working for a local family, he has to call upon his Kung Fu skills, as he is the only one who can save the town.
