Kamijo Reiko and Ozaki Kensaku, an aspiring accountant, visit Kakunodate in Akita Prefecture for the renovation of public facilities. A series of murders occur there. Strangely, before and after each incident, Kensaku witnesses a terrifying Namahage. The Namahage are said to be messengers of the gods who punish bad people, but are they the serial killers? Eventually, a great evil that preys on public works emerges...
