Ando, a priest at a shrine in Kagurazaka, is murdered with his body set on fire. At the request of Keitarou, now a superintendent, Onizuka and Saki join the investigation. Onizuka remembers the victim in relation to an arson murder that took place in Shinjuku in 1988. Flames had burst out of a house where a mother and her child lived, and Ando was the one who rescued the child from the flames.
