Investigative prosecutor Chikamatsu Shigemichi, who has been appointed to the Tsu district public prosecutor's office in Mie prefecture, is in charge of the case of Inagaki, the president of a tourism company who was found murdered in the mountains of Shima. Set on an uninhabited island in Shima, it is revealed that Inagaki committed a speculative scam involving resort development. Meanwhile, Inagaki's former subordinate, Kawakita, is arrested.
